You must award overall marks out of 100 and this figure forwarded to your League or County Association on your match card.

Use of this system should result in greater satisfaction of both Referees and Clubs, but must be used conscientiously and in accordance with the suggestions.

Referees will all know their assessment is to be based by all Clubs alike, on the consideration and performance of the official according to a unified system, which should be of mutual advantage to all.

This phase of the game is important as Referees must be engaged to control matches, and your regular use of suggestions, linked with careful unbiased judgement, should result in a more accurate measure of Referee’s abilities and of his ultimate classification, Clubs therefore being assured of any senior Referee having gained his seniority by merit, resulting in an increased confidence in that Referee’s ability.
