RULE 19 – SPECIAL GENERAL MEETINGS

19 Upon receiving a requisition signed by two-thirds of the clubs in membership the Secretary shall call a Special General Meeting.

The Management Committee may call a Special General Meeting at any time. At least 7 days notice shall be given of either Meeting under this Rule, together with the Agenda of the business to be transacted at such Meeting. Each full club member shall be empowered to send 2 delegates to a Special Meeting. Each club shall be invited to 1 vote only.

Any continuing member club failing to be represented at a Special General Meeting without satisfactory reason being given shall be fined £10.

RULE 20 – ALTERATION TO RULES

20 Alteration, for which consent has been given by the sanctioning Association, shall be made to these Rules only at the Annual General Meeting or Special General Meeting specially convened for the purpose, called in accordance with Rule 19.

Any alteration made during the playing season to the Rule relating to the qualification of players shall not take effect until the following season.

Notice of the proposed alterations to be considered at the Annual General Meeting shall be submitted to the Secretary by 20th December each year. The proposals together with any proposals by the Management Committee shall be circulated to the clubs by 30th December, and any amendments thereto shall be submitted to the Secretary by 5th January. The proposals and proposed amendments thereto shall be circulated to the clubs with the Notice of the Annual General Meeting. Officers and Management Committee members shall be entitled to attend and vote at all Special Meetings. A proposal to change a Rule shall be carried if two-thirds of those present and entitled to vote are in favour. A copy of the proposed alterations to the Rules to be considered at the Annual General Meeting or Special General Meeting shall be submitted to the sanctioning County Football Association 3 days prior to the Meeting.

Any alterations decided upon at any Meeting shall not become operative until approval of the Association issuing sanction shall have been obtained.

RULE 21 – RULES BINDING ON CLUBS

21 Each member club shall be deemed to have given its assent to the foregoing Rules and agree to abide by the decisions of the Management Committee subject to Rule 16. Each member club must abide by any Football Association Code of Conduct.  

RULE 22 – FINANCE

22(A) The Management Committee shall determine which bank or financial institution the funds of the Competition will be lodged.

22(B) All expenditure in excess of £200 shall be approved by the Management Committee. Cheques shall be signed by at least 2 officers nominated by the Management Committee. 

22(C) The financial year for the Competition will end on 1st June.

22(D) The books, or a certified Balance Sheet of the Competition, shall be prepared and shall be approved at the Annual General Meeting.

RULE 23 – IDENTITY CARDS

23(A) All players registered with the NORTH HOME COUNTIES SUNDAY FOOTBALL LEAGUE must have a Player’s Identity Card (ID card) in accordance with Rule 8(B). Players may be signed-on on the morning of the game, subject to the provision of League Rule 8(O), with proof of identity (passport/driving license).

23(B) A player’s ID card will be valid for a maximum of 3 years. A player of 30 years of age and over upon re-registering will not require a new passport photo.

23(C) ID cards must be returned to the League’s Registration Secretary at the end of the playing season, by no later than the evening of the Annual General Meeting. Failure to return the ID cards by the stated dates will incur a fine of £25.

23(D) Any tampered with ID cards will be considered to be a serious breach of League Rules and the person(s) found guilty of such offence will be dealt with as the Management Committee deems fit.

23(E) ID cards will be re-issued each season [subject to League Rule 23(B)] upon player registration in accordance with League Rule 8(B).

23(F) The ID cards, if players participating in a NHCSFL fixture must be presented to a representative of the opposing team prior to commencement of the game, subject to the provision of League Rule 23(A). These cards must be returned after the game.

23(G) When a club is reported for failing to provide ID cards they will be charged with fielding an illegal player in accordance with League Rule 23(A) and thereby liable to forfeit the fixture.
