IN ATTENDANCE:

1 . APOLOGIES:

Apologies from Messrs TERRY GILMORE (President), ANDI COOK (Chairman and Hon Secretary), JOHN STANDEN and ALAN BOWTELL (Divisional Representatives).

2 .  MATTERS ARISING:

The closing figure for last month should read £3,325.51, typing error. Has been amended.  

Outstanding fines still not paid as requested prior to this Meeting. Clubs notified that they will be disqualified from our Competition from 1st December until 
such time as their doubled fines are met [Rule 5(H)]. The opposing clubs will be notified with regard to rearranged fixtures from 4th December if required.

Challenge Cup: Barrels Magnum Reserves v AC Cadoza Reserves. AC Cadoza have withdrawn their appeal with regard to this fixture. Result to stand. 
A big thank you from the Committee to AC  Cadoza’s committee for helping us out in this awkward predicament. New Rules proposed to cover this issue, 
will be automatically voted in. Barrels Magnum Reserves v Flint United in the next round.

3 .  CHAIRMAN & HON GENERAL SECRETARY’S REPORT:

Andi Cook, NHCSFL  Chairman and Hon General Secretary’s  report:

Round Green Tavern have withdrawn their first team from the NHCSFL, a £50 fine to be imposed. ID cards returned of all players with first team experience, 
but will require transfers as they remain registered.

Letter from referee Gary Wilson thanking both Tophill United and Beechwood on the sporting way the game was played, a pleasure to officiate.

13th November, Division Five: Round Green Tavern Reserves v Royal Oak. Round Green Tavern Reserves failed to confirm the fixture and are fined £5. Also 
failed to produce their ID cards when requested so the game should have been a walkover but it was played so the result stands. Failure to produce ID 
cards incurs a fine of £15.

St. John’s  have failed to pay their pitch fees, they are fined £10 plus any further monies required to cover the fee from the Parks Department.   

25th September, Division Four: Gardener’s  Call v Luton Pheonix. Luton Pheonix found guilty and fined by the Bedfordshire County F.A.

4 . HON REGISTRATION SECRETARY’S REPORT:

Players registered with the NHCSFL prior to the October Meeting = 1,389 (Additional 56) – Transfers = 26 (Additional 12).

Rod Hewitt, NHCSFL  Hon Registration Secretary’s  report:

Would clubs please read their registration forms. When they sign a player on pre-match the witness is an official of the opposition. Referees are not required 
to do this. To check the correct details of players that receive a booking their ID cards are to be presented to the official after the game.

Would Officials please read their Rule Books rather than contact members of the Committee.

9th October, Challenge Cup: Round Green Tavern Reserves v Slip End United. Round Green Tavern Reserves had Marco Thomas dismissed for a second 
bookable offence. The player is not registered with the club, they are fined £15 for playing an illegal player He did not appear on the matchcard so a £5 fine 
will be imposed. Slip End United were victorious so result to stand.

23rd October, Division Five: Round Green Tavern Reserves v Beechwood. Round Green Tavern Reserves had Ben Stagner and Dwayne Law booked by 
the referee. Both these player are not registered with Round Green Tavern Reserves, they are fined £15 (x2) plus £5 for a false matchcard. 3 points 
awarded to Beechwood and 3 points deducted from Round Green Tavern Reserves.

Both these instances were raised by the County F.A. in their Discipline Lists, they would have been unchallenged if these instances had not happened 
because no ID cards were requested, please be aware.

5 . HON TREASURER’S REPORT:

6 .  HON FIXTURE SECRETARY’S REPORT:

Richard Smith, NHCSFL  Hon Fixture Secretary’s  report:

Free Dates: Celtic Supporters’ (First team): 11th March, granted  /  Futera: 12th February, granted  /  Markyate: 11th December, refused as not 2 
months notice, plus free dates already used  /  Lea Sports PSG Reserves: 15th April, granted.

25th September, Senior Trophy: FC Houghton Centre v Barrels Magnum. The result of this match was a walkover for FC Houghton Centre. Barrels Magnum 
have failed to cover the expenses as per our Rules. The Treasurer to cover this, claiming the fees back from Barrels Magnum.

25th September, Division Four: Gardener’s  Call v Luton Pheonix. Dealt with by Bedfordshire F.A.

30th October, Division Two: Round Green Tavern v Crawley Green. Round Green Tavern have subsequently withdrawn from our Competition

30th October, Division Four: Team B.Y.L. v St. Martin’s.. Referees report to the Bedfordshire F.A. Referees fee unpaid, NHCSFL to pay and be reimbursed 
by Team B.Y.L.

30th October, Division Five: Beechwood v Barrels Magnum. Match Abandonded through injury, to be replayed. Thanks to referee from both sides in dealing 
with the situation.

30th October; Division Five: Chiltern Athletic v Round Green Tavern Reserves. Round Green Tavern Reserves fielded a side even though the 1st team 
were unable to field a side – as per Rule 10(F) match awarded to Chiltern Athletic. 3 points awarded to Chiltern Athletic and 3 points deducted from 
Round Green Tavern Reserves.

13th November, Division Two: Green Man v Markyate. Markyate failed to field a side and are fined £15 and to cover all costs incurred by Green Man. 

20th November, Premier Division: Crawley Green v Offley Moat. Nails on pitch, referee called the game off, re-arranged fixture.

20th November, Division Five: Royal Oak v Beechwood. Royal Oak failed to field a side and are fined £15, expenses covered as they were the home side.

7 .  HON REFEREES SECRETARY’S REPORT:

Ralph Morris, NHCSFL  Hon Referees Secretary’s  report:

If a referee receives a mark lower than 60 the facts for this low mark must be reported to me as well as on the matchcard.

20th November, Division Four: Wymondley Meaders v Slip End United. This match was due to be refereed by Ian Campbell who received a late call to cover 
a County Cup game. Fixture was refereed by Colin Dennison who has a ban at present with the Bedfordshire F.A. The Management Committee have subsequently been made aware that this has happened on previous occasions. The Chairman and Fixture Secretary are liaising with the Football Association, Bedfordshire FA and Hertfordshire FA on the matter.

10. ANY OTHER BUSINESS:

The proposed Rule changes discussed and their implications. Please present any Rule changes/amendments by 10th December so that these can be 
circulated prior to the Christmas post ensuring you get them early enough. These will be presented at the Half-Yearly Meeting for your vote.

Proposed by Greg Lewrey, Offley Moat:

13(E) Match officials appointed under this Rule shall be entitled to the following match fees: Referees £27, Assistant referees £15, inclusive of travel 
expenses or private car expenses,
of 25p per mile and any other permitted expenses actually incurred subject to any limits laid down by the 
sanctioning Association.

4(e) Referees fees for all rounds, including the Cup/Trophy Finals, shall be £27. Qualified referees appointed by the Management Committee as 
Fourth officials or Assistant referees £15. The payment of these fees shall by the NHCSFL then shared equally between the competing clubs.

Proposed by Richard Smith, Fixture Secretary:

10(B) (Paragraph 5) The home team shall provide at least 2 footballs fit for play. Corner flags assistant referees flags and goal nets must be used. The 
referee shall make a report to the Competition if any of the equipment is unsuitable.
Clubs failing to comply with this Rule will be fined, or otherwise 
dealt with at the discretion of the Management Committee.
 

Amendments with the deletion of Rule 23(F):

23(G) now 23(F) + 23(H) now 23(G).

4(j) The official of the Final ties shall receive suitabley momentos. inscribed salvers similar to the winners.

5(e) 2 footballs fit for play, goal nets, corner flags and assistant referees flags must be provided at all ties. [Same as  Rule 10(B)].

5(j) Delete as Rule 5(j) as duplicated with Rule 5(o). All Rule 5 from Rule 5(j) re-lettered to accommodate deletion.

2(B) The Annual subscription shall be £75 £60 per club with £55 £40 per additional team, plus £15 per team for NHCSFL Cup/Trophy Competitions 
entered, payable on or before 30th May each year.

necessarily the Secretary.
